Information for Delegations

Registration and Access to the Conference

Designated focal points for online registration shall register their delegation through the InTouch+ online portal

Registration should be completed by 18 November 2024 under EVT2401236. No credentials are required.

Each participant attending the Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme will require a badge with a photograph to enter the Vienna International Center (VIC). Heads of Permanent Missions and diplomatic staff accredited to the IAEA can access the conference with their valid ground passes and do not require a conference badge. All other participants from each delegation need to collect a VIC badge valid for the duration of the Conference.

In the week prior to the Conference, registered participants who are not in possession of a valid grounds pass will receive an email notification from the United Nations Pass Office with a prompt to upload a passport-size color photograph (JPEG format) or to confirm an existing photograph in the United Nations Pass Office database for the preparation of conference badges. Participants who have not uploaded their photographs successfully prior to arrival to VIC, will need to allow additional time to have their pictures taken at the Pass Office and their access badges issued.

Visa Arrangements 

Registered conference participants who require a visa to enter Austria are urged to contact the nearest consular representative of Austria to apply for an entry visa well in advance. Visa related enquiries should be addressed to Conference.Contact-Point@iaea.org. The IAEA’s support of visa applications to registered delegates is subject to the host country’s policy on visas and entry requirements. The outcome of visa applications is at the discretion of the Austrian authorities.

Special Arrangements for High-level Participants

The IAEA Protocol will facilitate the arrival of high-level officials attending the Ministerial Conference on Nuclear Science, Technology, and Applications and the Technical Cooperation Programme, in accordance with established procedures for official visits. To ensure the necessary arrangements are made, Member States are kindly requested to contact the IAEA Protocol via email at iaea-protocol-office.contact-point@iaea.org.

Ministerial Segment 

The Ministerial Segment will commence in the morning on Tuesday, 26 November 2024, in the Plenary, M Building, VIC.

Each delegation will be allocated four seats – two seats at the table and two seats behind. There will be limited additional seating in the Plenary. The seating arrangement for delegations will be in English alphabetical order, based on the registrations received by 18 November 2024. 

Live streaming will be available in two overflow rooms, Board Room A and M2 in the M Building. 

Working Languages

The working languages of the Ministerial Segment are Arabic, Chinese, English, French, Russian and Spanish, and statements made in any one of these languages during the formal meetings of the Ministerial Segment will be interpreted simultaneously into the other working languages.

Speakers in the Ministerial Segment 

A ballot to determine the order of speakers among the Member States will be arranged after the 68th General Conference and the date will be announced through a Note by the Secretariat to all Member States. Member States requesting inscription in the list after the ballot are being added according to the order in which they make their requests. It should be noted, however, that the practice of giving priority to Ministers taking the floor during the Ministerial Segment will continue.

Until the opening of the Ministerial Segment of the Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme on Tuesday, 26 November 2024, requests for inscription in the list of speakers should be submitted via email. As of Tuesday, 26 November 2024, delegates who have not yet inscribed their names on the list but wish to deliver a statement are requested to contact the Speakers’ List Assistants, who will have a desk in the Plenary. 

National Statements 

In order to make the best use of time available and to accommodate all speakers, Ministers and other Heads of Delegations are kindly reminded to keep the length of their statements to a maximum of five minutes

To facilitate interpretation and distribution, the text of statements to be delivered should be provided in advance to the ‘Conference Service Desk’ located in the Plenary or emailed to the Secretariat

All statements received will be made available on the Conference website in PDF format, unless the distribution is restricted by the delegation. In such cases, this should be clearly marked on the statement. Hard copies of the statements made during the Ministerial Segment will not be distributed.
