International Conference on Nuclear Security: Commitments and Actions
Following the successful International Conference on Nuclear Security: Enhancing Global Efforts held in Vienna, Austria, in July 2013, the International Atomic Energy Agency (IAEA) is organizing a second conference in this area — the International Conference on Nuclear Security: Commitments and Actions — at its Headquarters in Vienna, Austria, from 5 to 9 December 2016.
The Conference will comprise a ministerial segment as well as a scientific and technical programme, which together will provide a timely global forum to discuss current progress and future developments in strengthening nuclear security globally; its results will also serve as important input for the preparation of the IAEA’s next Nuclear Security Plan, which will cover the period 2018–2021.
Ministerial Segment
The 2016 International Conference on Nuclear Security: Commitments and Actions will include a ministerial segment, which will provide an opportunity for ministers to share their national perspectives related to nuclear security and will culminate with the adoption of a Ministerial Declaration on 5 December 2016.
Building on the success of the 2013 Conference, which attracted the participation of 34 Member States at the ministerial level, the 2nd Conference is expected to engender an even greater level of ministerial participation, particularly following the resolution on nuclear security (GC(60)/RES/10) adopted at the 60th regular session of the IAEA General Conference in September 2016, which encouraged all States to participate at the ministerial level.
Technical Segment
Beyond the Ministerial Segment, the 2016 International Conference on Nuclear Security: Commitments and Actions will include a Scientific and Technical Programme that will comprise six high level discussions on broad themes central to nuclear security and more than 30 parallel technical sessions on specialized scientific, technical, legal and regulatory issues concerning nuclear security. Based on participation at the 2013 conference, it is expected that more than 1,500 participants from over 120 Member States will share their technical knowledge and expertise on a wide range of themes related to nuclear security.
Registration procedures
Permanent Missions that have not done so already are kindly requested to communicate to the Secretariat the composition of their delegations by 28 November 2016, in order to ensure that the first edition of the List of Participants is as complete as possible.
Member States are requested to note that for security reasons all conference participants, including Ministers and other Heads of Delegations, with the exception of those holding a VIC grounds pass, will be required to have a Nuclear Security Conference photo access pass. They are therefore requested to also provide an email address, at which they will be contacted for the purpose of uploading their photo.
Member States are informed that, based on the above, it will be possible to pre-print passes for the International Conference on Nuclear Security , and that these will be available at Gate 1 of the VIC on the Friday (2 December 2016) and Sunday (4 December 2016) preceding the opening of the Conference. In addition, if Permanent Missions would like to authorize a member of the delegation to collect the conference badges on behalf of the delegation, Permanent Missions are requested to advise the Secretariat of this in writing by 28 November 2016. In such cases, however, the person designated to collect these is fully responsible for the delivery of the passes to the members of his/her delegation, since, once collected, passes can neither be returned to the Registration Desk nor reprinted. All other participants are requested to collect their passes in person.
Journalists must register through the IAEA Office of Public Information and Communication.
Live video streaming
The Ministerial Segment at the Plenary Hall, including the opening statements of officials and delegates, will be streamed live. A link to the video streaming service will be provided on the opening day.
IAEA Conferences and Meetings App
The IAEA Conferences and Meetings App provides a one-stop access to information on the Conference, exhibitions and scheduled side events. The app also allows users to put together their own personalized schedule of events. Via this app participants will be able to view contributed papers and the latest conference programme, message other participants, and view PowerPoint presentations released after the event. Participants will receive an email inviting them to register for the app approximately one week before the conference.
