Collaboration with international partners

The Section conducts research and provides input for international negotiations and agreements on climate change and sustainable development.

United Nations Framework Convention on Climate Change (UNFCCC):

PESS represents the IAEA as an Observer organisation at UNFCCC Conference of the Party (COP) meetings.  PESS collaborates with other UN Agencies (UNIDO, others) on a UN System Side Event on Energy, supports an exhibit space, interacts with other nuclear organisations (WNA, SFEN, ANS), participates in media events, and engages with conference attendees and country delegates on the role of nuclear power and climate change.

Intergovernmental Panel on Climate Change (IPCC)

PESS coordinates IAEA participation with the IPCC including nuclear energy and nuclear applications.  PESS routinely attends IPCC meetings supporting preparation of Assessment Report Six (AR6).  The Agency seeks opportunities to participate as authors and expert reviewers of Special Reports on global Warming of 1.5°C, Climate and Land, and Oceans and the Cryosphere.  These reports inform IAEA Member States on the state of the climate to inform mitigation and adaptation actions.  

OECD Nuclear Energy Agency (NEA)

PESS represents IAEA in the Working Party on Nuclear Energy Economics (WPNE) and supports NE Department participation in the Nuclear Development Committee (NDC).  This participation allows IAEA to coordinate and participate in common work activities with NEA.  A reciprocal arrangement is also in place to engage NEA in PESS projects. 

Generation IV International Forum (GIF):

PESS participates as an Observer on the GIF Economics Modelling Working Group (EMWG) where OECD NEA acts as the GIF Secretariat.  IAEA recently participated in a nuclear cost model baselining activity with the EMWG. 

International Framework for Nuclear Energy Cooperation (IFNEC):

PESS participates in IFNEC Workshops providing expert participation on nuclear finance and energy planning of nuclear power programmes.  PESS also coordinates within NE Department on participation in the IFNEC Infrastructure Development Working Group and the IFNEC Reliable Nuclear Fuels Services Working Group.

International Renewable Energy Agency (IRENA)

PESS collaborates with IRENA in the area of capacity building on energy planning.  A formal agreement between IAEA and IRENA was established in the form of ‘Practical Arrangements on Cooperation” in 2016.

United Nations Department of Economic and Social Affairs (UN DESA)

PESS contributes scientific experts on joint IAEA/UNDESA missions to Member States to support capacity building involving the interlinkage between the climate, land, energy and water. PESS also participates with the UN Statistics Division of UN DESA on the Global SDG Indicator Framework supporting the 2030 Agenda for Sustainable Development.
