Nuclear Law Institute - Admission
2025 Session
Each year, the IAEA organizes a two-week intensive training course on nuclear law. This event, known as the Nuclear Law Institute (NLI), is open to up to 60 participants, primarily lawyers, from IAEA Member States. The 2025 session will be held in Vienna, Austria, from 21 September to 3 October 2025.
For many years, the IAEA has been assisting its Member States in the development of their respective national laws for the peaceful uses of nuclear energy and ionizing radiation. In 2011, in response to the increasing demand from Member States for capacity building in the area of nuclear law, including safety, security, safeguards and civil liability for nuclear damage, the IAEA established the NLI as a supplement to existing TC Programmes.
At the end of the training course, participants are expected to have acquired a solid understanding of all aspects of nuclear law and to be able to draft, amend or review national nuclear legislation.
Upon completion of the training, participants will receive a certificate of attendance.
Requirements
Candidates wishing to apply for this event should follow the steps below.
Applications for financial support should be submitted online via the InTouch+ system. Offline nomination forms will not be accepted. Applications should be linked to the relevant Technical Cooperation project INT0102 and event number EVT2500304. Access to the INTouch+ homepage will be granted using the candidate’s existing Nucleus username and password. If not already registered, the candidate must create a Nucleus account before proceeding with the event application process. The system is user-friendly and, once created, the profile will be saved for all future events.
NOTE: Completed applications must to be approved through the system by the relevant national authority, i.e. National Liaison Office .
Applications should be received through the NLOs Offices no later than 16 May 2025. Please note that applications received after the deadline or not through the established official channels will not be considered. The nomination of female candidates is strongly encouraged.

In order to ensure the broadest representation of IAEA Member States, and due to the limited number of places available, only one candidate per Member State will be considered.
Candidates should be legal experts or regulators working in governments and relevant national agencies involved in the drafting of nuclear-related national legislation.
Candidates should have an excellent knowledge of English, including, as far as possible, legal terminology. No translation or interpretation into any another language will be provided for the training session.
Candidates are required to attend for entire duration of the course.
Cost and Funding
Participation in the NLI is free of charge. The IAEA will cover travel and accommodation expenses in accordance with IAEA rules and practices.
