Background

A Capacity Building Centre (CBC) is an organization or group of organizations with capabilities to implement education, training or information sharing activities. The objective of the establishment of CBCs is to recognize existing strengths and capabilities of Member States, build on them to more efficiently and effectively channel and deliver EPR knowledge and best practices. The objective is also to further enhance and sustain the expertise of CBCs, both regionally and internationally.

Participants will learn about the CBC concept and will have a better understanding of the main objective of this webinar, which is to encourage Member States to strengthen national, regional and international capacity to respond to nuclear and radiological emergencies.

Facilitators

Dr Khammar Mrabit is the Director General of the Moroccan Agency for Nuclear and Radiological Safety and Security (AMSSNuR), the national Regulatory Body regulating nuclear safety, security and safeguards. From 2011 till 2016, he was the Director of the Division of Nuclear Security within the Department of Nuclear Safety and Security at the IAEA. He was responsible, inter alia, for the development of Nuclear Security Guidance publications and provisions for their use and application through education and training courses, Coordinated Research Contracts, Peer Reviews and Advisory Services, conferences and information exchange events.  He is currently the Chairman of the Forum of Nuclear Regulatory Bodies in Africa (FNRBA), Chairman of the international Network for Education and Training on Emergency Preparedness and Response (iNET-EPR) and member of the International Commission on Nuclear Safety.  

Ms Almira Geosev is working for the Austrian Federal Ministry of the Interior in the Unit for Civil Protection Training, the national training academy for the Austrian Federal Police Special Forces. Since 2017 she is providing Civil Protection Training for the Austrian Federal Police Special Forces, other First Responders and decision makers in Radiation Protection. Within the unit she is responsible for international cooperation, including the Capacity Building Center activities with the IAEA. Currently she is the Vice-Chair of the international Network for Education and Training on Emergency Preparedness and Response (iNET-EPR). As a volunteer, she is part of the Austrian Red Cross, Vienna Branch, not only as an Emergency Medical Technician but since 2014 also in the CBRN Protection Unit, where she is involved in CBRN-training activities for first responders.

Dr Hideo Tatsuzaki is Deputy Director General of the Center for Advanced Radiation Emergency Medicine, the National Institutes for Quantum and Radiological Science and Technology (QST) in Japan. After obtaining a medical doctor license, he started his career as a radiation oncologist in the University of Tsukuba, Japan. In addition to his career in Japan, he spent two years at Massachusetts General Hospital, USA, as a clinical fellow, majoring radiation oncology. He also served in the IAEA for a period of five years supporting the Agency’s efforts in the technology transfer of radiation oncology to developing countries. He was a member of the International Commission on Radiation Units and Measurements (ICRU) from 2006-2015.

He joined a field of radiation emergency medicine at National Institute of Radiological Sciences (NIRS; currently QST) in 2006. He has organized many international training courses in the institute, which was designated as an IAEA-CBC in 2017.  Currently, he serves as the Chairperson of Working Group A (WG-A) iNET-EPR.  

Mr Wei Cheng is the Director of the International Cooperation Office for China Institute for Radiation Protection (CIRP), the country’s only comprehensive public research organization, solely dedicated for radiation protection technologies. Since CIRP is the TSO on radiation protection technology to national nuclear emergency response committee, he has been responsible for the development and implementation of international exchange programs through education and training courses, conferences and information exchange events. He is currently the contact point on behalf of the hosting organization of China CBC.  He currently is the Vice-Chair of WG-A of iNET-EPR.  

Ms Alesia Iunikova is the Head of the International Training Centre at Rosatom Technical Academy,

Moscow branch. Rosatom Technical Academy is the Center of Excellence for building competence in nuclear engineering for the State Atomic Energy Corporation – ‘Rosatom’– and provides training and advanced professional education of nuclear infrastructure to personnel and  contractors  operating NPPs as well as  staff from other industrial facilities being built abroad. Rosatom Tech is an official IAEA Collaborating Centre cooperating with three IAEA Departments, namely, Department of Nuclear Energy, Department of Nuclear Sciences and Applications and Department of Nuclear Safety and Security.

Ms Iunikova is an official contact point for coordination and implementation of the education and training events under the Russian extrabudgetary contribution to the IAEA Technical cooperation project on ‘Supporting Knowledgeable Decision-Making and Building Capacities to Start and Implement Nuclear Power’ since 2017 she is  the contact point to the IAEA in the area of Emergency Preparedness and Response activities to be implemented in Russia as the IAEA Capacity Building Centre for Nuclear Safety, Radiation protection and Emergency preparedness and Chair of the WG-B Education and Academics of the international Network for Education and Training on Emergency Preparedness and Response (iNET-EPR).

Ms Sohyeon Kim is the International Affairs Coordinator of the National Radiation Emergency Medical Center (NREMC) in the Korea Institute of Radiological and Medical Sciences (KIRAMS). Since 2016, she has served as the local administrative secretary of multiple IAEA training courses and workshops. She is currently appointed as one of the Points of Contact of Republic of Korea for the international Network for Education and Training on Emergency Preparedness and Response (iNET-EPR), and assists its Working Group C (WG-C) matters for information sharing, promotion, and outreach.
