Experience in the context of IAEA's legislative assistance activities has demonstrated that terminology is one of the most challenging issues in the legislative drafting process. It is important for legislative drafters to be aware that nuclear technology is a very specific subject which requires the undertaking of special legal arrangements and the consistent use of clearly defined terms. Due to the technical nature of the nuclear field and the multiplicity of sources, the choice and definition of terms in a nuclear law may be a difficult task.

  • Which terms need to be understood when drafting nuclear legislation? Which terms are commonly defined and used in a nuclear law?
  • What is the difference between a nuclear facility and a nuclear installation, or between a source and a radiation source or between radioactive material and radioactive substances?
  • What happens when terminology is not used consistently in a legislative act?
  • What are the sources to be consulted?

This webinar seeks to address these, and other questions related to the terminology used in nuclear law.

By the end of this webinar, participants should be able to:

  • Understand the difference between 'scientific' and 'regulatory' terms and definitions and the need for accuracy and consistency in the use of terms in nuclear legislation;
  • Get acquainted with the key terms that are normally defined and used in a comprehensive nuclear law; and
  • Be aware of the various sources of terminology in the nuclear field as resulting from international legal instruments adopted under IAEA auspices, IAEA safety standards and security guidance, including the related glossaries, and of possible differences in the use of terms in line with their respective objective and scope.
