The workshop on establishing a register of radiation sources based on the Regulatory Authority Information System (RAIS) took place in Nay Pyi Taw, Myanmar, from 23 to 27 June 2014.
The workshop, supported by funds provided by the European Union (EU), was held within the framework of the IAEA's regional technical cooperation (TC) project RAS/9/062, "Promoting and Maintaining Regulatory Infrastructures for the Control of Radiation Sources" which is in progress in the TC region of the Asia and the Pacific.
The RAIS is a software application developed by the IAEA to assist Member States in managing their regulatory control programmes in accordance with the IAEA safety standards and guides. This workshop introduced the participants to the elements of regulatory control, explained the need for a regulatory programme and identified the information required to establish and implement an effective regulatory programme. Presentations were delivered and exercises took place to guide the participants step-by-step through the process of establishing a national inventory of radiation sources and other regulatory processes. The concepts of adequate regulation and the use of the supporting electronic tool RAIS for their implementations were explained in detail.
The participating countries are in the process of establishing a regulatory infrastructure that meets the IAEA safety standards. The IAEA has been providing assistance in this regard through national and regional technical cooperation projects. As part of this assistance the IAEA has provided Cambodia, Lao People's Democratic Republic and Nepal with the RAIS system.
Fifteen participants from 5 Member States in the Asia and the Pacific region attended the workshop and were trained on the use of the RAIS system and how to adapt this system to their national circumstances and utilize it for the effective management of regulatory functions.
RAS/9/062 is one of the five safety-related TC projects among other IAEA technical cooperation activities supported by the EU through the Nuclear Safety Cooperation Instrument as part of a larger EU initiative to enhance nuclear safety around the world.
