IAEA’s First Advanced Interregional Training Course on Nuclear Law

The IAEA recently concluded its first advanced Interregional Training on Nuclear Law in Belgrade, Serbia, held from 28 October to 8 November 2024. This first intensive programme brought together 33 lawyers and officials from 29 countries who had a solid background in nuclear law from across the world. The training was hosted by the Government of the Republic of Serbia through the Serbian Radiation and Nuclear Safety and Security Directorate (SRBATOM) and the Faculty of Law of the University of Belgrade.

Designed to enhance and expand the officials’ expertise, this two-week training course focused on all aspects of nuclear law, including the relevant international legal instruments and the elements and implementation of comprehensive national nuclear laws.

Strengthening the knowledge and experience of lawyers in nuclear law

The advanced training focused on strengthening the knowledge and experience of lawyers and officials who have already participated in the Nuclear Law Institute, the annual two-week intensive training course on nuclear law.

“Participating in this advanced training allows me to deepen my knowledge acquired from the Nuclear Law Institute. This advanced course provides invaluable insights on national nuclear law and enhances my ability to address complex legal challenges in the nuclear field. It has also been an excellent opportunity to have an overview of how other countries have managed to overcome or face these challenges in order to continue strengthening our national legal framework” said Yarimeh Yaneth Morra Cerro from the Ministry of Energy and Mines of the Dominican Republic.

“I am delighted to participate in this advanced training, which provides an in-depth enlightenment towards another dimension in nuclear law training. It contributes to enhancing the expertise and experience of lawyers from both legal and technical perspectives to strengthen the implementation of our national legal framework," said Counsellor Razan Al Shatti, Department of Legal Advice and Legislation, Council of Ministers of the State of Kuwait.

The training was conducted as part of the framework of the IAEA Legislative Assistance Programme under the Interregional Technical Cooperation Project for Legislative Assistance. At the opening of the course, the IAEA Deputy Director General for Technical Cooperation, Hua Liu, said that “the Agency will continue to work with Member States as they establish or strengthen their legal frameworks and as they consider joining the relevant international legal instruments”.

By fostering a deeper understanding of nuclear law, the IAEA continues to support countries in building capacities in this area to implement and strengthen their national legal frameworks. This first advanced training course has been a valuable learning experience for the organization of similar courses in French and Spanish.

Bilateral Cooperation with Serbia

The IAEA Deputy Director General for Technical Cooperation also met with the Minister of Energy and Mining, Dubravka Đedović Handanović, and other officials while in Serbia. It was an opportunity to strengthen the collaboration between the IAEA and the Serbian Radiation and Nuclear Safety and Security Directorate (SRBATOM) and the University of Belgrade. “As we look to the future, it is clear that evolving events and pressing needs will further underscore the critical importance of deepening cooperation in this decisive field. In light of this, we hope that this seminar will serve as a significant milestone, marking the beginning of enhanced collaboration with the IAEA,” stated Professor Mirjana Drenovak-Ivanović, from the Faculty of Law of the University of Belgrade.

In addition, Sladjan Velinow, Director of SRBATOM, said that “the valuable legal experience and knowledge we gain from the IAEA experts can be a significant support in the enhancement of the legal, technical and administrative framework in the field of nuclear energy and technology applications in the Republic of Serbia”.
