Technical Meeting on the Safety and Security Interface

Though some measures bolster both nuclear safety and security, there can be cases in which measures intended to improve nuclear safety could have a negative effect on nuclear security, or vice versa. Attention must therefore be paid to the interface between the two fields.

The Technical Meeting aims to identify challenges, gaps and good practices in addressing this interface. Representatives from governments, competent authorities, regulators, operators and others taking part in the meeting also will discuss and recommend activities the IAEA could conduct to support work in the field.

“We expect that participants will share their knowledge and practical experience of managing the safety-security interface,” said Gustavo Caruso, Director of the IAEA’s Office of Safety and Security Coordination. “This will enable participants to learn from each other and contribute to work that aims to improve practices in this field.”

The IAEA welcomes papers on challenges and good practices addressing the safety and security interface focusing on one of the following topics:

  • The legal framework, both at national and international levels
  • Responsibilities for safety and security
  • Leadership and management
  • Regulatory framework
  • Nuclear installation life cycle
  • Radioactive material and associated facilities and activities
  • Human resources
  • Emergency and contingency preparedness and response
  • Computer and information security
  • Public communication and consultation with interested parties

Structure

The event will include presentations from IAEA representatives, experts, and meeting participants. It will also include breakout sessions on relevant topics during which open discussion will be encouraged.

The meeting is expected to start on Monday, 29 October 2018, at 10:00 and conclude by 16:00 on Thursday, 1 November 2018.

The outputs of the discussions will be recorded for possible dissemination to Member States as an IAEA technical publication. Contributors of material to be included in the IAEA proceedings are required to assign all copyrights or rights to publish to the IAEA.

Key deadlines

  • 31 August 2018: Abstract Submission: Submission of abstract together with the Participation Form (Form A) and the Form for Submission of a Paper (Form B) (Abstracts must be submitted through the competent national authority or the own organization for onward transmission to the IAEA)
  • 31 August 2018: Presentation Submission (Those authors whose presentations are accepted will be informed via email by 20 September 2018)
  • 31 August 2018: Submission of Grant Application Form (Form C) together with the Participation Form (Form A) (Stamped, signed and submitted by the competent national authority to the IAEA)
  • 20 September 2018: Notification of acceptance of papers and presentations
  • 30 September 2018: Submission of accepted full papers (5 pages max.) and presentations
