Head of the Department of Technical Cooperation

Hua Liu assumed his duties as Deputy Director General and Head of the Department of Technical Cooperation on 20 February 2021. A national of China, Mr Liu is an engineer and scientist with more than 30 years of experience in the fields of nuclear science and radiation protection.

Prior to joining the IAEA, Mr Liu served as a Vice Minister of Ecology and Environment from 2018 to 2021, and Vice Minister of Environmental Protection from 2016 to 2018. Throughout the period 2016 – 2021, he also acted as the Administrator of the National Nuclear Safety Administration (NNSA), the government agency responsible for regulating and ensuring the safety of all civilian nuclear infrastructure in China. Mr Liu began his career as an engineer and project manager at the NNSA, before serving as the Second Secretary of Science and Technology at the Chinese Embassy in Washington, D.C.

Mr Liu holds a Doctorate in Radiation Protection and Environment Protection and a Master’s Degree in Radiation Protection and Nuclear Safety from the China Institute of Atomic Energy. He also holds an Executive Master’s Degree in Business Administration from Tsinghua University and a Bachelor’s Degree in Nuclear Physics from the National University for Defence Technology in Changsha, China.

Mr Liu will be the 11th Deputy Director General of the Agency responsible for Technical Cooperation affairs, following Dazhu Yang, who held the position from 2015 to 2021; Kwaku Aning, from 2010 to 2015; and Ana María Cetto, from 2003 to 2010.
