Statements in the General Debate – 3 minutes Limit

In light of the COVID-19 pandemic, Member States are requested to limit the duration of statements delivered in the general debate to 3 minutes (approximately 300 words).

Member States may wish to use the option of sending pre-recorded video statements (also limited to 3 minutes) to be displayed during the general debate in the plenary hall. These video statements should be submitted by the respective Member States to the IAEA Secretariat by 9 September 2020 at the latest. This is to provide additional flexibility to Member States regarding delivery of their statements in the general debate.

The Member State representative delivering a video statement should be registered online to be included in the delegation list of that Member State. Delegations are requested to indicate “Video statement” next to the functional title of the representative delivering the statement.

With regards to speaking and delivering statements, delegates are encouraged to be mindful that much of the room may rely on interpretation. Speaking at a measured pace will make it possible for interpreters to render the message smoothly and accurately.

Arrangements for GC(64) in view of COVID-19 restrictions
Following a series of Member States' consultations conducted by the IAEA Secretariat on the arrangements for the 64th regular session of the General Conference, Member States have agreed on arrangements so that the General Conference can pursue its work in the current circumstances of the COVID-19 pandemic. The arrangements provide the framework for the conduct of the General Conference and are accessible here.
