The International Expert Group on Nuclear Liability (INLEX), established in 2003 as an advisory body to the IAEA Director General and Director of the Office of Legal Affairs, held its 20th Meeting on 23 June 2020. The meeting, held virtually with 21 participants, was opened by the Director General.
“The international nuclear liability regime is of utmost importance as a means of facilitating the peaceful uses of nuclear energy,” Mr Grossi said in his opening remarks. “I greatly value the unique expertise of INLEX in this field.”
Mr Grossi emphasized that nuclear liability is of global concern and that every State should be part of the global nuclear liability regime.
During the meeting, individual members reported on the most recent developments in the field of civil liability for nuclear damage, such as the ongoing lawsuits in the USA following the Fukushima Daiichi nuclear accident and a recent study commissioned by the European Commission on ways to increase financial security cover for nuclear liability. The group also discussed past and future outreach activities aimed at facilitating achievement of a global nuclear liability regime.
INLEX consists of experts from around the world, including countries with and without nuclear power plants and serves as a forum of expertise to advise on all issues relating to civil liability for nuclear damage. It also assists the IAEA Secretariat in developing explanatory texts, training materials and conducting outreach activities in the field.
