ORPAS: Means to Assess the Occupational Radiation Protection Programme in Your Country

The IAEA Occupational Radiation Protection Appraisal Service (ORPAS) offers, on request, an independent review of a Member State’s occupational radiation protection arrangements. The appraisal is based on the IAEA safety standards, including in particular the General Safety Requirements on Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards (No. GSR Part 3) and the General Safety Guide on Occupational Radiation Protection (No. GSG-7). The ORPAS team also reviews the host Member State’s regulatory framework for occupational radiation protection and how regulatory requirements are applied at technical service providers (TSPs), operators, employers, registrants and licensees as well as in facilities and activities that use radiation technologies.
The assessment appraises the legislative and regulatory infrastructure for occupational exposure control as well as the effectiveness of TSPs and the implementation of the national occupational radiation protection programme by operators and technical service providers. ORPAS missions focus not only on the regulatory aspects but also on operators and service providers.
In this webinar, fours speakers with experience of ORPAS missions will discuss the missions’ benefits. They will also highlight how the appraisals are conducted and provide examples. Other topics include the preparation, execution and reporting of initial and follow-up ORPAS missions.
The IAEA offers Member States a set of peer reviews and advisory services, many of which are related to nuclear safety and security.

About the presenters
Eleftheria Carinou is a Medical Physicist, MSc, PhD. She is Deputy Director of the Division of Licensing and Inspections of Greek Atomic Energy Commission and head of Personal Dosimetry Department of Greek Atomic Energy Commission. She has participated in European research projects, IRRS missions and in Greek research projects with a focus on occupational radiation exposure and management systems. She has also cooperated with many Greek research institutes in the involvement of end users in radiation protection. She is a member of EURADOS group (WG12) and of a team responsible for the transposition of the European Directive of the Basic Safety Standards into the Greek legislation.
M. Hassan Kharita is the Director of Radiation Safety in Hamad Medical Corporation in Doha, Qatar. Between 2014 and 2015, he was a Radiation Safety Consultant at the IAEA. He holds PhD degree in radiation dosimetry and MSc degree in applied radiation physics. He was involved as an expert in more than 30 IAEA missions, including IRRS, EduTA, and advisory missions. He participated in the ORPAS missions to Indonesia and UAE.
Luiz Ernesto Santos de Carvalho Matta is the head of the Technology Management Service of the Institute of Radioprotection and Dosimetry of the National Nuclear Energy Commission in Brazil. He is the sub-coordinator of the test and calibration services evaluation committee. He participated in several ORPAS missions in Latin America as a team leader, and he also participated in the review of ORPAS guidelines and the ORPAS Future Directions Workshop. He is managing the Technology and Innovation Unity of the Institute of Radiological Protection and Dosimetry. He holds PhD in nuclear engineering and a master's degree in nuclear engineering.
Stephen Andrew Long is assistant director of Monitoring and Emergency Response Section of Radiation Health Services at the Australian Radiation Protection and Nuclear Safety Agency.
He has recognised experience in operation and quality management of technical support organisations, including individual and workplace monitoring. He is familiar with IAEA peer reviews and advisory services and has knowledge of international guidance and best practices on occupational radiation protection.
