International Expert Group on Nuclear Liability Meets in Vienna

The International Expert Group on Nuclear Liability met at the IAEA last month to share knowledge about civil liability for nuclear damage.

The IAEA hosted the 24th meeting of the Group, known as INLEX, at its headquarters in Vienna, Austria, on 28-30 May 2024.

During the meeting, members reported on the most recent developments in the field of nuclear liability, including national aspects and the implementation of the international legal instruments. The Group also discussed several nuclear liability topics, including the geographical scope of the 2004 Paris Convention, the 1997 Vienna Convention and the Convention on Supplementary Compensation for Nuclear Damage (CSC), as well as the current liability limits of the Parties to the 1963 Vienna Convention.

The meeting was also marked by the publication of the book 'International Expert Group on Nuclear Liability (INLEX): A Collective View on The First Two Decades’. More information on the publication can be found here.

The day before the INLEX meeting, a workshop on civil liability for nuclear damage for diplomats was held at IAEA headquarters with the assistance of INLEX. The event was the eleventh workshop of its kind organized annually by the IAEA Office of Legal Affairs and was attended by diplomats from 22 member countries. The purpose of the workshop was to provide an opportunity to gain further knowledge about civil liability for nuclear damage. The workshop consisted of presentations covering various nuclear liability subjects, each followed by a Q&A session.

About INLEX

Established in 2003, INLEX currently consists of 19 members serving in their individual capacity and serves as a forum of expertise to explore and advise on issues related to civil liability for nuclear damage.

INLEX works to enhance adherence of nuclear and non-nuclear countries around the world to an effective nuclear liability regime based on the nuclear liability instruments adopted under the auspices of the IAEA. Additionally, the Group assists the IAEA in the development and strengthening of national nuclear liability legal frameworks in IAEA member countries.
