The Convention, pursuant to Article 31.1, entered into force on the ninetieth day after the date of deposit with the Depositary of the twenty-second instrument of ratification, acceptance or approval, including the instruments of seventeen States, each having at least one nuclear installation which has achieved criticality in a reactor core, i.e. 24 October 1996.
India
Declaration deposited by India upon signing of the Convention:
"India continues to believe that a Convention on Nuclear Safety should cover all nuclear power plants, civil and military. We note, however, that the present convention covers only civilian nuclear power plants. We hope that the safety aspects of nuclear power plants in the military domain would also be given attention, to achieve comprehensive nuclear safety worldwide."
