Dr. Parvez obtained a Masters Degree in Physics and Nuclear Technology in Pakistan and earned a Ph.D. in Nuclear Engineering from the Rensselaer Polytechnic Institute, USA, in 1977.
Ambassador Núñez was born in Albacete, Spain in 1941.
He is Doctor in Philosophy and Humanistics and also holds a Degree in Law and a Degree in Political and Social Sciences, all from the Complutense University of Madrid, as well as a number of Masters degrees in European and International Studies.
He joined the Ministry of Foreign Affairs in 1971.
Between 1973 and 1984 he served in the Spanish Ministry of Education and Sciences in various posts, among others Secretary-General and Director-General of the National Institute for Special Education, Secretary-General of the Royal Association for Education and Care of Disadvantaged, with the rank of Secretary of State.
Prior to his current appointment, Mr. Núñez García-Saúco was Ambassador of Spain in the Republic of Ecuatorial Guinea (1984-1987), Romania (1988-1991) and Australia (1992-1995).
Returning to the Ministry of Foreign Affairs in Madrid as Senior Adviser in the Cabinet of the Minister for Foreign Affairs, he became Director-General for Foreign Service (1996-1998) and later Director-General for Cultural and Scientific Relations (1998-2000).
He was nominated as Ambassador Permanent Representative of Spain to the International Organizations in Vienna on 2 June 2000 and presented his credentials on 24 July 2000.
As Permanent Representative of Spain, he has participated as a Member of the Board of Governors for the last three years. He was elected as Vice-Chairman of the Board for the period 2002-2003 and Co-Chairman of the Working Group on the Programme and Budget established by the Board in 2003.
